40 years ago: Commissioner preparing code for older houses

From the Lawrence Daily Journal-World for June 26, 1975:

Lawrence City Commissioner Carl Mibeck was working on a new housing code for older homes and was hoping to have it ready for review in two weeks. Mibeck, working with Minimum Housing Inspector Ed Covington and a small group of citizens, was rewriting the code the city had used before the 1969 adoption of the Uniform Housing Code. The old code had been dropped in favor of the uniform code to make the city eligible for federal funding, but the federal government did not require the uniform code under its current programs. Mibeck, whose interest in code enforcement had begun with the condemnation of one of his rental properties the previous year, said he was tightening up the electrical requirements for houses built before 1930. He was also considering dropping requirements for ceiling height and room measurements.
