25 years ago: City gives initial approval to noise ordinance

From the Lawrence Daily Journal-World for Jan. 24, 1990:

The Lawrence City Commission this week gave initial approval to an ordinance making it unlawful for a person to make excessive noise deemed to disturb people “of ordinary sensitivity” within the vicinity of the noise. The ordinance would also give police the ability to disperse any “party or gathering” producing noise at a volume that disturbed the neighbors. The ordinance, which would be in effect 24 hours a day, exempted noise from emergency vehicles, alarm systems, trash pickup, aircraft and trains, schools or groups conducting temporary activities, construction, church bells, the Kansas University campanile, and air conditioning and lawn care equipment. Penalties for violations were to be left to the discretion of the municipal court but ranged up to a maximum of $500 and 180 days in jail.
