25 years ago: First citation issued for new noise ordinance

From the Lawrence Daily Journal-World for Feb. 16, 1990:

Lawrence police this week issued the first citation in the city’s new noise ordinance. Derek Bridges, 21, president of Sigma Phi Epsilon fraternity, was the first person cited in connection with the new ordinance, which had gone into effect two days earlier. Police spokesperson Chris Mulvenon said officers had been called to the fraternity house about 12:15 a.m. today after a caller had complained about loud party noise. Police had asked the president of the house to control the noise level; when the request was refused, police had cited the president and broken up the party. Bridges had not been jailed, but had been served notice to appear in Municipal Court later this month. “I didn’t think it was too loud, but the police seemed to,” Bridges said today.
