Douglas County Commission approves capital improvement plan

The Douglas County Commission on Wednesday approved its 2014-19 capital improvement plan, a five-year outlook at infrastructure projects.

Most of the projects involve smaller-scale building, road and bridge maintenance. Among the larger undertakings going on this year:

• The completion of a new $14.5 million facility to house the Pubic Works Department. Staff is expected to move into the building in April.

• The beginning of $6.5 million in renovations for the Douglas County Fairgrounds. The county still must determine how to cover over $3 million in costs and submit final design proposals to the city of Lawrence, but Assistant County Administrator Sarah Plinsky thinks work will begin after the county fair ends in the summer.

• A total of $2.38 million in road safety improvements for a three-mile stretch of East 1700 Road, between North 400 Road and North 700 Road north of Baldwin City.

• Replacing the roof for the United Way of Douglas County, which rents out a county-owned building. It will cost $291,000.

Other projects, like expanding the county jail and building a new mental health crisis intervention center, were taken off the official list, since many aspects of those projects — like a price tag and construction year — are yet to be determined.

Also taken off the official list is a project for building a new Day School facility for the county’s Youth Services department. If a new facility were built, Plinsky said the county hopes to renovate the current one into bed space for juvenile detention.

The Day School provides school for juveniles involved in the court system.
