Commissioners will consider creating a citizen advisory committee for the 9th Street Corridor/Art Place project. This committee would be comprised of stakeholders with the project including a city commissioner, East Lawrence Neighborhood Association members, a Downtown Lawrence Inc. member, a representative from the Warehouse Arts District, representatives from the Lawrence Arts Center, representatives from businesses along the corridor and a representative from the Cultural Arts Commission.

b) Conduct public hearing on the establishment of a Neighborhood Revitalization Area (NRA) at 705 Massachusetts Street and consider adopting on first reading, Ordinance No. 9086, establishing the revitalization area and approving the NRA plan, and consider adopting Resolution No. 7104, authorizing Industrial Revenue Bond (IRB) financing for the purpose of accessing a sales tax exemption on project construction materials.

• Consider approving Comprehensive Plan Amendment, CPA-14-00516, to Horizon 2020: Chapter 14 (An Area Plan for the Intersection Area of West 6th Street & Wakarusa Drive) to revise the maximum retail cap from 127,487 square feet to 137,490 square feet to permit a commercial/retail development, located at 525 Wakarusa Drive.
