Lawrence City Commission agenda for April 14 meeting

Newly elected commissioners will be sworn into office on the Lawrence City Commission on Tuesday. Leslie Soden and Stuart Boley both will be sworn in to four-year terms on the five-member City Commission. Matthew Herbert will be sworn in to a two-year term. The new commission also is scheduled to elect a mayor. The mayor is chosen from one of the five members on the commission. By tradition, the vice-mayor normally moves up to the mayor position for a one-year term. Commissioner Jeremy Farmer is the current vice-mayor. Tradition also would call for Soden to become the next vice-mayor since she was the top vote winner in the most recent election.

Background

Three commissioners will end their terms on Tuesday. Commissioners Mike Dever, Terry Riordan and Bob Schumm all will leave the commission. Dever did not seek re-election, and Riordan and Schumm were unsuccessful in their re-election bids.

NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

Approve City Commission meeting minutes from 02/10/15.

Receive minutes from various boards and commissions:

Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

Approve licenses as recommended by the City Clerk’s Office.    

Approve appointments as recommended by the Mayor.

Bid and purchase items:

a) Approve the sole source purchase of digital Panasonic cameras from Midwest Digital Technologies, in the amount of $27,716.39, for Project No. PW1439 – Riverfront Garage and Project No. PW1440 – Vermont Street Garage.    

b) Approve the sole source purchase of one (1) tandem axle dump truck with front plow, spreader, and wing plow for the Streets Division, from Truck Center Companies of Wichita, for $146,651, utilizing the State of Kansas Contract.  

c) Approve the sole source purchase of one (1) John Deere 6110M Cab Tractor for the Parks and Recreation Department, from Deere & Company, for $59,993.76, utilizing the State of Kansas contract.  

d) Approve change order to MTS Contracting for $111,500 for the Carnegie Roof Project.  

Adopt on second and final reading, Ordinance No. 9098, establishing RESIDENT PARKING ONLY along the west side of Ohio Street, from 100 feet south of 11th Street, south 44 feet.  

Adopt Resolution No. 7115, authorizing the Mayor to sign the application and related grant documents for the 2015 Emergency Solutions Grant from the State of Kansas.    

Authorize the publication of the proposed transfer of a portion of Clinton Park property to USD 497 to accommodate existing and proposed improvements at Pinckney Elementary School.  

Approve a Special Event Permit, SE-15-00148, for Pop Up Fest, a concert event that will be held on May 18, 2015, located at 1235 N. 3rd Street.  Submitted by Attic Traffic Productions, for Don and Wanda Westheffer Trustee, property owner of record.  

Approve request from Lawrence Arts Center for in-kind donation of City services and $60,000 from the transient guest tax fund, in support of the Free State Festival.  

Authorize the Mayor to sign a Release of Mortgage for Jonathan Willems, 2517 Cimarron Drive.  

Receive city manager’s award.

Regular agenda

  1. Receive comments from Mayor Amyx and City Commission.
  2. The City Clerk will conduct swearing in of newly elected City Commissioners.  The new City Commission will be seated.
  3. Conduct election of Mayor.

Mayor Amyx will receive nominations for mayor. Nominations for Mayor will be closed. City Commissioners will vote for the position of mayor.

The Mayor will receive nominations for Vice-Mayor. Nominations for vice-mayor will be closed. City Commissioners will vote for the position of vice-mayor.
