Lawrence City Commission agenda for Nov. 10 meeting

City commissioners will consider adding the Douglas County Courthouse as landmark on Lawrence’s Register of Historic Places.

Background

The Douglas County Courthouse, 1100 Massachusetts Street, already is listed on the National Register of Historic Places, but local leaders have urged that it be listed on the local register due to a change in state law. The state law change no longer requires a historic preservation review to be done on projects that slated for the “environs” or immediate area surrounding a historic property. But a city ordinance still requires an environs review, if the property is listed on the city’s Register of Historic Places. The courthouse was built in 1903-1904, and was designed by prominent architects John Haskell and Frederick Gunn.

Executive session 5:30 p.m.

• Consider motion to recess into executive session for approximately 30 minutes for the purpose of consultation with attorneys for the City deemed privileged in the attorney-client relationship.  The justification is to keep attorney-client matters confidential at this time.  The City Commission will resume its regular meeting in the Commission room at 6:35 p.m.

Recognition

• Proclaim the week of November 17 – 21, 2014 as International Education Week.

• Proclaim the month of November, 2014 as Alzheimer’s Awareness Month.

Consent agenda

• Approve City Commission meeting minutes from 10/21/14, 10/28/14, and 11/04/14.

• Receive minutes from various boards and commissions:

• Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

• Approve licenses as recommended by the City Clerk’s Office.    

• Bid and purchase items:

 a) Set bid date of November 25, 2014 for the remediation of the Resource Conservation and Recover Act Site at Lawrence VenturePark- Project No. PW1433.  

 b) Set bid date of November 25, 2014 for the construction of interceptor trenches north of the Central Ponds area at Lawrence VenturePark- Project No. PW1323.     

c) Authorize sole source purchase of 12 traffic signal controllers for expansion of the City Traffic Signal ITS network, to Gades Sales Co., Inc., in the amount of $29,400.  

 d) Approve change orders for additional crosswalks and 9th Street pavement markings for the 2014 Crosswalk Marking Project and Iowa Street Pavement Marking Project, Project No. PW1416, in the amount of $35,101.25.    

 e) Authorize the upgrade of video conferencing in Fire Medical Administration – Jayhawk Room and McSwain Room and approve the purchase of equipment for the upgrade to SKC Communications, for $53,131.30, utilizing the State of Kansas contract.  

 f) Rescind the City Commission approved action of October 28, 2014 for the lease of seven (7) Ford Explorers from Shawnee Mission Ford, and authorize staff to proceed with a new bidding for the lease of seven (7) Ford Explorers.  

 g) Waive staff estimates and award bids for the 2014 Community Development Weatherization Program as follows:  

i) Weather-Stripping of doors to Airtight, Inc., for $1,052.86;

ii) Storm windows to JetAlum, for $9,916.48; and

iii) Attic insulation to A+ Insulation, for $4,000

 • Adopt on first reading, Ordinance No. 9053, authorizing the issuance of Industrial Revenue Bonds for the HERE @ Kansas, LLC project (11th and Indiana).   Staff Memo & Attachments

• Adopt Resolution No. 7098, adopting the Douglas County, Kansas Multi-Jurisdictional Multi-Hazard Mitigation Plan.  

• Receive city manager’s report.

Regular agenda

• Conduct a public hearing and consider approving the application for a sidewalk dining and hospitality license for PepperJax Grill, located at 919 Massachusetts Stree 

• Consider adopting on second and final reading, Ordinance No. 8990, establishing NO PARKING along the east and south sides of Raintree Place, along the west side of Valley Lane, and along the inside of the two curves, except within the eyebrow on the southeast corner, and rescind NO PARKING 8AM-4PM MON-FRI along the west and north sides of Raintree Place.  

• Conduct a public hearing and consider the recommendation from the Historic Resources Commission to designate 1100 Massachusetts Street, the Douglas County Courthouse, as a Landmark on the Lawrence Register of Historic Places, L-14-00130.  

• Continue discussions on proposed fiber leasing policy, Wicked Fiber economic development request, and RG Fiber request.
