From the Lawrence Daily Journal-World for May 6, 1974:

No funds were available for a correctional services program in the Douglas County Jail, county officials learned this week. At a meeting of the Region II Criminal Justice Planning Commission, the county’s proposal to establish a director of correctional services in the jail system was given top priority in the correctional services category. It could be funded if money became available, the county learned. The county had requested $17,810 in federal crime control act funds, to be matched by some local funding. The money would be used to hire Lonnie Phillips, former county director of court services, to establish correctional services at the jail. The regional group, which recommended programs for funding to the Governor’s Committee on Criminal Administration, said money might become available if some previously funded program were to be canceled.
