From the Lawrence Daily Journal-World for June 12, 1974:

Sewage treatment rates were scheduled to rise substantially this summer as a result of action taken this week by the Lawrence City Commission. Beginning July 1, rates for the average residential user were to go up from $1.75 a month to $3.15, with industrial customers facing larger increases. The income was to fund the new secondary sewer treatment plant. Commissioners also approved a new application for federal Neighborhood Development Program funds, including $163,180 for acquisition of eight houses to make room for the “Haskell loop,” a major arterial road to run along the edge of East Lawrence, connecting Haskell with Sixth and Massachusetts. Land acquisition was to be in stages. The nine properties and eight houses to be purchased after this week’s decision were located between Eighth and Ninth streets on the west side of Pennsylvania. Residents there were to be relocated.
