Lawrence City Commission agenda for Dec. 9 meeting

City commissioners will consider approving a special use permit for a proposed 120 foot telecommunications tower at 1725 Bullene Ave. in eastern Lawrence.

Background

Several neighbors have filed a protest petition against the tower plan, citing concern about the tower’s height and proximity to single family residences. The valid protest petition means the project must win votes from four of the five city commissioners in order to move forward. The tower would be used by Verizon Wireless to boost phone and data service in the area. The tower also is designed to accommodate up to two other wireless phone carriers in the future.

• Receive minutes from various boards and commissions:

• Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.

• Approve licenses as recommended by the City Clerk’s Office.    

• Bid and purchase items:

a) Award the bid for an interceptor trench at Lawrence VenturePark to King’s Construction Co., Inc. for $306,958.  

b) Award the bid for RCRA site remediation for Lawrence VenturePark to King’s Construction Co., Inc., for $363,631.  

c) Approve change orders 17-32 for Project No. PW1224 — Lawrence VenturePark infrastructure for $106,379.69.  

d) Authorize the purchase of 13 IE 3000 switches and power transformers for the ITS Project Phase I from Vital Support utilizing the State of Kansas purchasing contract for $18,642.   ff Memo

• Adopt on first reading, Ordinance No. 9027, repealing Ordinance No. 8951, pertaining to the salary of the City Commissioners and Mayor.    

• Adopt on second and final reading, the following ordinances:

a) Ordinance No. 9049, authorizing the Codification of the ordinances of the City of Lawrence, Kansas.

b) Ordinance No. 9055, establishing a multi-way stop at Overland Drive and Queens Road.

c) Ordinance No. 9056, establishing yield signs on Laura Avenue and on Maple Lane at 13th Street.

• Adopt Resolution No. 7100, declaring the boundaries of the City of Lawrence, Douglas County, Kansas.  

• Accept dedication of utility easements as shown on the Final Plat, PF-14-00190, of the Lawrence College Career Center and the Dwayne Peaslee Technical Training Center, located at the southeast corner of 29th Street and Haskell Avenue.  

• Receive city manager’s report.

Regular agenda

• Consider approving a Special Use Permit, SUP-14-00312, for a new 120′ Verizon Wireless communications tower located at 1725 Bullene Ave. Submitted by PAMCORP LLC for Verizon Wireless LLC on behalf of Steven L. Eudaly, property owner of record.  

• Consider authorizing staff to begin negotiations on a scope and fee with the design team of el dorado inc for the 9th Street Corridor Project.     

• Receive request from Hillcrest Foods, Inc., for 18 dedicated parking stalls along the east side of Massachusetts Street at 11th Street for an Uptown Market grocery store.  Refer to staff for review.

• Review existing 2014 City of Lawrence Legislative Policy Statement and direct staff concerning issues for inclusion in the 2015 Policy Statement.
