25 years ago: Inspection yields report of jail overcrowding

From the Lawrence Daily Journal-World for Dec. 5, 1989:

A report of a recent inspection by a Kansas Department of Corrections said the Douglas County Jail was in compliance with all “urgent” administrative procedures and physical plant requirements. The report, which was presented this week to the Douglas County Commission, said the inspection reflected “some very positive changes and improvements were made in the facility operation during the past year.” However, in spite of good management, the writer of the report said “the jail population level is getting out of control.” Douglas County Sheriff Loren Anderson agreed today that the jail was crowded. “This morning we had 72,” he said. “To my knowledge, that’s the first time we’ve been over 70.” The jail’s recommended capacity was 45, but Anderson said it really wasn’t a problem until the population topped 50. County corrections officials were studying the possibility of a separate work-released detention center to ease the overcrowding problem at the jail.
