Defendant ordered to Larned for evaluation

A 71-year-old Lawrence man was declared incompetent to stand trial on a charge of aggravated sexual battery and was ordered to undergo further evaluation and treatment to determine if it’s possible he can ever become competent.

Ronnie Kapfer was remanded to the Larned Correctional Mental Health Facility for up to 90 days for treatment and evaluation Friday following a competency hearing in Douglas County District Court.

He was arrested Jan. 30 following an incident on the 600 block of West 25th Street in which a victim reported that Kapfer attempted to have sexual contact against the victim’s will, causing minor injuries and some property damage.

Judge Peggy Kittel ordered that within 90 days, the chief medical officer at Larned is to certify whether Kapfer is able to attain competency through treatment. Details of his mental condition were not disclosed during the hearing.
