25 years ago: City Commission greets new members, retains old mayor

From the Lawrence Daily Journal-World for April 13, 1989:

  • The Lawrence City Commission met this week with its new members but retained its old mayor. Commissioners bid farewell to Sandy Praeger, who had chosen not to seek re-election after having served a four-year term, and Dennis Constance, who had lost his bid to re-election. Former commissioner Mike Amyx had resigned his seat in December in order to serve on the county commission. These three were replaced by Shirley Martin-Smith, Bob Walters, and David Penny, the top vote-getters in the previous week’s city elections. In its first official action, the commission unanimously elected Bob Schumm to serve as mayor for a second one-year term.
  • The new commissioners continued to send signs of support for the Riverfront Plaza project as they unanimously approved a series of variances that would allow the developer to complete its sign package at the site. The variances for the Chelsea Group allowed a series of 27 flags to adorn the riverfront promenade and also permitted a four-sided sign atop a 50-foot tower near the center.
