From the Lawrence Daily Journal-World for Oct. 17, 1973:

• The strengthening of the city’s animal control ordinance was a big item on the agenda for this week’s Lawrence City Commission meeting. Already proposed was an amendment to the existing rules which would allow animal control personnel to pursue loose dogs onto private property without permission of the property owner. The Lawrence Humane Society had made several other suggestions about the current ordinance, including the addition of a requirement for cats to have rabies vaccines. Also on the agenda were bids for new city police cars and for the renovation of the Community Building. Commissioners were also scheduled to meet with a representative from consulting firm Black and Veatch to discuss repair to the city water intake pipe from the Kansas River, which had suffered damage this year.
• Groundbreaking ceremonies were planned this week for the $3.75 million addition to Learned Hall at Kansas University. Stanley Learned of Bartlesville, Oklahoma, for whom the hall was named, was to be a special guest at the event. Construction was to begin immediately on the expansion project, with an estimated completion date of fall 1975.
