25 years ago: Pedestrian walkway to be built by riverfront mall developer

From the Lawrence Daily Journal-World for Oct. 12, 1988:

The Lawrence City Commission this week approved a change in its lease agreement with the Chelsea Group, developers of the planned riverfront retail center. Commissioners voted unanimously to approve a change to the lease making the developers responsible for the design and construction of a 750-foot-long pedestrian promenade. In the original lease, the city was to be responsible for the design and construction of the walkway, on the north side of the retail complex just off the Kansas River. City Manager Buford Watson said the change was necessary because construction requirements made it difficult for the promenade’s design to be separate from the design of the shopping center. The 20-foot-wide walkway would have to be built into the center’s foundation, he said. Under the new agreement, the Chelsea Group would hand over the upkeep and maintenance of the walkway to the City of Lawrence after its completion.
