From the Lawrence Daily Journal-World for Oct. 10, 1988:

The U.S. Army Corps of Engineers and the Chelsea Group developers were reported to be nearing an agreement that would allow the Chelsea Group’s proposed riverfront retail center to be constructed without harming the winter habitat of the bald eagle. Construction of the project had been delayed while the Chelsea Group was awaiting permits that would allow improvements on the south bank of the Kansas River. According to a spokesman for the Corps’ Kansas City, Mo., office, the developers had shown willingness to leave intact a 50-foot-wide corridor of vegetation east of the proposed retail center. In addition, the city had indicated a willingness to provide sanctuary to the birds on the south side of the river, near the wastewater treatment plant, as well as protecting habitat on the north side of the river.
