From the Lawrence Daily Journal-World for Oct. 5, 1973:

Changes were being proposed to the rules for pet-owners in the city. Members of the Lawrence Humane Society and several local veterinarians approached the Lawrence City Commission this week to propose that cats, as well as dogs, be required to have rabies immunization shots. Commissioners met for an hour and a half to discuss the issue of strengthening and improving the city dog and cat ordinance. Two of the commissioners, Jack Rose and Fred Pence, were sponsors of an ordinance amendment to allow the “dogcatcher” to go onto private property without the permission of the owner in order to pursue a loose dog not under the owner’s control. Humane society members were urging stronger enforcement on the Kansas University campus and were also asking the city to do away with dog licenses. Humane society officials also said that space limitations at the animal shelter would require shorter retention periods before extermination. At the time, over 100 animals were killed monthly at the shelter.
