From the Lawrence Daily Journal-World for July 17, 1973:

• Lawrence city commissioners were getting worried about a local company’s infringement on the city’s exclusive right to collect trash within the city limits. In March, Assistant City Manager Dennis Kallsen had met with Richard Davenport, 835 Lyons, to tell him to phase out his operation. “The state law provides that the city shall have the right to exclusive service or contract out to private haulers,” Kallsen explained. The phase-out plan had been initiated to avoid creating serious financial hardship for Davenport, who owned three compaction trucks, but Davenport had not yet submitted a phase-out plan to the city as had been promised in March. “We’ve been very lenient with him,” City Manager Buford Watson said. “I don’t think there’s any question that he knew he was in violation.”
• Work was proceeding on schedule at Wells Park, where workers for general contractor Kenneth Klingenberg were nearly finished constructing a 27-foot observation tower. Shelter facilities had already been completed, and the restroom areas were nearly finished, according to Dave Blackman, assistant county engineer. The contract called for the work to be finished by December 31.
