25 years ago: Kansas legislature celebrates Kansas Day, discusses tax reform

From the Lawrence Daily Journal-World for Jan. 26, 1988:

Tax reform, a multi-state lottery agreement, and fiery abolitionist John Brown were on the agenda for the Kansas Legislature this week. Emporia State University David Matheny, portraying Brown, was to address a joint session of the House and Senate, followed on a later date by U.S. Rep. Pat Roberts addressing a session as part of the Kansas Day commemorations. Gov. Mike Hayden’s tax reform proposal, which was to provide $21 million in individual tax relief to Kansans, was to receive a full committee hearing. Also, the House was to take up the lottery issue which had already passed through the Senate with approval of the state’s participation in a multi-state lottery. The Kansas Lottery Commission had already signed an agreement to enter the regional lottery, which included six states and the District of Columbia.
