Lawrence’s five city commissioners voted 3-2 this week to take no action on a proposal to prohibit discrimination based on sexual orientation. More than 100 local residents had filled the commission chamber to hear the debate on the proposed amendment to the city’s human rights ordinance to prohibit such discrimination in employment, housing, and public accommodations. The split vote reflected the division in the community about this issue, according to Mayor Mike Amyx, who had cast the deciding vote after the other four commissioners had spoken. Commissioners Mike Rundle and Dennis Constance had favored the amendment, while Amyx, Commissioner Sandy Praeger, and Commissioner Bob Schumm voted against. “I do think there is prejudice, but I seriously doubt there is a high level of discrimination in the three areas we are talking about,” Schumm said. “I don’t think it’s right for laws to get out in front of societal changes…. Laws should not lead,” Praeger said, adding that passing laws that did not reflect the views of the majority constituted a “tyranny of the minority.” However, Praeger pointed out that her vote should not be considered an endorsement of discrimination.
