From the Lawrence Daily Journal-World for Jan. 12, 1988:

• The Lawrence school board received recommendations today from a committee of Lawrence High School faculty and students who had been studying the issue of smoking at the school. Board members had requested the report as part of their process of reconsidering the district’s overall policy. Committee members had listed what they thought might be the consequences of banning smoking and showed the results of a survey taken at the school, with 90 percent of the respondents being nonsmokers. The committee’s conclusion was that the school’s smoking lounges should remain open. While they weren’t happy with students smoking, some respondents (and some board members) said that the lounges were a better solution than having the students cross Louisiana Street to smoke on the private property of area residents.
• Lawrence legislators were moving into the statehouse offices this week and anticipating Gov. Mike Hayden’s budget message tonight. “We’re sitting on the edge of our seats for the Margin of Excellence,” said Rep. Jessie Branson, D-Lawrence, referring to a three-year program proposed by the Kansas Board of Regents. “I think it’s going to be the big issue for the state.” The $47.4 million program was to raise overall financing at the state’s universities and increase faculty salaries. Hayden’s “state of the state” budget message, to be broadcast this evening, was expected to reveal the extent to which the governor supported the plan.
