Douglas County officials yesterday had granted curb cuts to a developer after a delay that had spun out to over four months. Local developer Ron Holt had requested the curb cuts as part of his plan to build on a 105-acre tract on Douglas County Road 458 southwest of Lawrence. Public works director Frank Hempen had approved the six new curb cuts and the relocation of two others in spite of his initial trepidations about traffic safety. Hempen had voiced his concerns that adding extra entrances on the heavily-traveled road, which then had a speed limit of 55 mph, could be dangerous. County attorney Bob Fairchild said yesterday that the county’s first choice had been for Holt to rezone and plat the land; he also said that Hempen had tried to talk Holt into building a frontage road to cut down on the number of entrances into the development, but Holt had stuck by his original request. Holt was planning to build 13 houses on the south side of Road 458, about two miles west of U.S. Highway 59.
