40 years ago: County officials brainstorm funding ideas for Clinton Parkway construction

From the Lawrence Daily Journal-World for Dec. 11, 1973:

Douglas County Commissioners reported themselves stumped on finding a way to gain federal funding for the proposed Clinton Parkway. “We’ve been up every street we can think of,” said Commission Chair Walter Cragan today, “and the only way we can get the money is through special legislation.” November 1974 was the earliest the county could hope for funding for the parkway, which was to extend from 23rd and Iowa to Clinton Reservoir, still under construction at the time. “It looks as though we may have a completed lake and no road to get there,” said County Commissioner Arthur Heck. Lawrence City Manager Buford Watson said this week that the city might consider issuing street bonds for its half of the $6 million road, but the county, unlike the city, was not allowed to issue bonds without an election. Douglas County received about $111,000 each year in state secondary road payments which were committed to other road projects in the Clinton Lake area. These funds could not accumulate quickly enough to pay for half of the four-lane road before 1976, county officials explained.
