From the Lawrence Daily Journal-World for Aug. 23, 1988:

Developers made concessions this week to allow the City of Lawrence to reduce the size of the parking garage for the proposed riverfront retail mall. Working on a compromise to reassure worried neighbors and keep costs down, city staff had offered a plan for the garage that had no third floor, a smaller footprint, and almost 100 fewer spaces than the first proposed structure. According to the lease agreement with the Chelsea Group developers, the city was required to provide 670 parking spaces for the proposed outlet mall at the Bowersock Mills & Power Co. complex. However, City Manager Buford Watson pointed out at a study session this week that it would be impossible for the city to meet the $3.5 million public spending cap with a full-scale parking structure. The new plan would provide a structure with 511 spaces and a smaller footprint, but the number of total spaces would also include city lots southwest and northeast of the Sixth and New Hampshire intersection.
