From the Lawrence Daily Journal-World for Aug. 17, 1988:

• Douglas County Commissioners this morning rejected a request to put “true” liquor-by-the-drink on the November ballot. “I don’t detect any big demand or need for this at this time,” said Commissioner Warren Rhodes. Commissioners said that the bar owners who had made the request ought to have presented petitions requesting a public vote. Ken Wallace, owner of the Jayhawk Cafe, 1340 Ohio, said that bar owners were looking to exempt the county from the Kansas Constitution provision requiring licensed drinking establishments to make at least 30 percent of their gross income from food sales. Under 1988 law, any bar not meeting that minimum still had to sell memberships and provide club cards to customers. Douglas County voters had overwhelmingly approved liquor-by-the-drink in 1986, but the state had given the 35 “wet” counties the option of putting the food provision on a general election ballot every two years. “I haven’t been able to understand why legislators have refused to put this to the voters every time,” Wallace said, adding that Douglas County would have a clear advantage in attracting visitors and conventions if it were one of the first counties in Kansas to get complete liquor by the drink.
• Two Lawrence residents attending the Republican national convention said that George Bush’s pick of Indiana Sen. Dan Quayle for his running mate had taken many Kansans by surprise. “We were a little disappointed, obviously, that it wasn’t Bob Dole,” said convention delegate Judy Kay in a telephone interview. “I think most Kansans have the same feeling that Quayle is not well known…. I did hear he looked like Robert Redford.”
