City commissioners will swear in three newly elected members and will conduct an election to pick the next mayor.


Background

The City Commission each April begins a new term. By tradition, Vice Mayor Mike Dever is in line to be elected to serve a one-year term as mayor. The three recent winners of the April citywide elections also will be sworn into office: Commissioner Mike Amyx, who won a fifth term in office, and first-term members Jeremy Farmer and Terry Riordan. Outgoing Mayor Bob Schumm also will deliver the State of the City Address.


Consent agenda

• Approve City Commission meeting minutes from April 9.

• Receive minutes from various boards and commissions:

• Approve all claims.  

• Approve licenses as recommended by the City Clerk’s Office.    

• Approve appointments as recommended by the mayor.

• Bid and purchase items:

a.) Award City Bid No. B1324, Project No. PW1324, 2013 Overlay Program, Phase 1, to Sunflower Paving Inc., in the amount of $943,087.50.    

b.) Award purchase of a one-ton crew cab, four-wheel drive pickup bed with trailer towing and snow plow package for Lawrence-Douglas County Fire Medical, from Laird Noller Ford, for $27,245.  

c.) Authorize the city manager to execute an engineering services agreement in the amount of $174,760, with Professional Engineering Consultants for Design and Construction Phase Engineering Services for Project UT1302CS Pump Station PS04 Redundant Forcemain.  

d.) Award Bid No. B1314 for the 2013 Cured in Place Pipe (CIPP) Rehabilitation project to Layne Inliner, LLC for $395,936.35 and authorize the city manager to execute the contract. Authorize the city manager to add additional sanitary sewer mains found through the Rapid I/I Reduction Program to the project at contract unit prices.  

• Adopt the following ordinances on second and final reading:

a.) Ordinance No. 8857, to rezone (Z-13-00038) approximately 1.81 acres from UR (Urban Reserve) District to CS (Commercial Strip) District, located at 2200 E. 23rd St.

b.) Ordinance No. 8858, to rezone (Z-13-00039) approximately 1.99 acres from RS10 (Single-Dwelling Residential) District to CS (Commercial Strip) District, located at 2206 E. 23rd St.

c.) Ordinance No. 8859, to rezone (Z-13-00061) approximately .22 acres from CS (Commercial Strip) District to RS5 (Single-Dwelling Residential) District, located at 306 Elm St.

d.) Ordinance No. 8861, for Text Amendment (TA-12-00207) to the City of Lawrence Land Development Code, Chapter 20, Article 10, to change the parking lot perimeter screening standards. (PC Item 5; approved 8-0 on March 25)  

• Approve Site Plan extension request for 501 Rockledge Road, SP-12-93-06.    

• Accept dedications of easements and rights-of-way for Final Plat, PF-13-00101, for North Sycamore Subdivision, located at 827 Walnut St. Submitted by Landplan Engineering, for KW Homes, LLC, property owner of record.  

• Authorize the city manager to sign a Memorandum of Understanding and Application for Clean Cities ARRA Grant.    

• Approve as signs of community interest, a request by Kansas Tick Borne Disease Advocates to place green ribbons on light poles on Massachusetts Street downtown on May 11.  

• Approve as signs of community interest, a request from the Lawrence Home Builders Association to place directional signs for the Spring Parade of Homes in various rights-of-way from April 27 through May 5.
