From the Lawrence Daily Journal-World for Oct. 21, 1987:

A proposal for a road linking Lawrence’s downtown with the East Hills Business Park was gaining some attention. Initial plans did not call for the razing of any houses, and the road was proposed to serve only local truck traffic from east and north Lawrence, not through trucks seeking a shortcut from K-1o I-70. Supporters of the Eastern Parkway Task Force said that the five-mile road would improve north-south traffic flow in East Lawrence and remove local truck traffic from residential streets. Task force member Bill Penny of Penny’s Concrete said that his trucks were now forced to wind their way through the residential streets of East Lawrence. “It is dangerous. It creates wear and tear on our equipment and wear and tear I’m sure on our streets,” Penny said. The proposed road would also improve access to downtown from areas such as Baldwin and Eudora.
