Lawrence City Commission agenda for June 12, 2012

Bottom line

City commissioners will consider purchasing a building just east of the intersection of 11th Street and Haskell Avenue to be used as a maintenance shop for the parks and recreation department. The property, recently appraised at $600,000, is for sale for $394,250. The 10-year-old building and property, 1050 E. 11th St., would replace a maintenance shop that was destroyed by fire in February. The purchase would be funded by proceeds from insurance on the building that was destroyed and the Sales Tax Reserve Fund, according to Mark Hecker, assistant director of parks and recreation.

Background

In a memo, Hecker said the city was seriously considering purchasing the property when it was bought by Bo Killough. Killough purchased this property and several other adjacent tracts where he plans to relocate some of his business operations. Killough owns 12th and Haskell Recycling Center, which has drawn criticism from neighbors. The city has determined the center is out of compliance with the city’s land use code.

• Bid and purchase items:

a. Set a bid opening date of July 3 for electrical preventive maintenance.

b. Authorize staff to defer bidding to spring with construction from late May to Aug. 1, 2013, for Wakarusa Drive, Research Park Way to Oread West Drive, pavement reconstruction, geometric improvements, sidewalk and pavement marking.

c. Authorize the city manager to enter into a cost share agreement with the Kansas Water Office and approve payment to the Kansas Water Office of $40,150, for raw water quality study and monitoring.

d. Authorize the city manager to execute a change order that increases a contract Walters Morgan Construction by $45,431 and four days. The company is performing anaerobic digester improvements.

e. Authorize the city manager to execute purchase agreements to acquire the building and property at 1050 E. 11th for $394,250 from Robert B. Killough to use as a parks and recreation maintenance facility replacing a building lost in a fire earlier this year.

• Adopt these ordinances on second and final reading:

a. Ordinance for special use permit for Bishop Seabury Academy, 4120 Clinton Parkway.

b. Ordinance for a text amendment to the city’s land development code to create a mental health care use within an appropriately determined existing zoning district.

c. Ordinance for special use permit for an extended care medical facility in the 1600 Block of Research Park Drive.

d. Ordinance authorizing issuance of industrial revenue bonds to refinance existing bonds for Lawrence Memorial Hospital, not to exceed $10.5 million.

• Accept dedication of easements for Minor Subdivision, for Briggs Dodge, 2300 and 2320 W. 29th Terrace.

• Initiate rezoning of 2000 Bluffs Drive from RSO (Single-Dwelling Residential-Office) District and CS (Commercial Strip) District to CO (Office Commercial) District.

• Authorize the city manager to execute a letter of agreement and any other paperwork to receive a $20,000 grant from KaBOOM! to replace playground equipment at John Taylor Park, 200 N. Seventh St.

• Receive a request from Tony Krsnich to establish a Neighborhood Revitalization Area at 810/812 Pa. St., refer the item to the Public Incentive Review Committee and set June 26, 2012 as the date for a public hearing on the proposal.

• Authorize the mayor to sign a Release of Mortgage for Penna Piper, 929 Ill.

Regular agenda

• Receive public comment concerning 2012 City budget issues.

• Receive report on roll out cart implementation for residential solid waste services, and consider authorizing staff to proceed with bidding carts.

• Receive report on curbside recycling services for the city and consider adopting a resolution of intent for an organized collection service for residential recycling.

• Consider motion to recess into executive session for about 45 minutes to discuss possible property acquisition and consultation with attorneys for the city.
