From the Lawrence Daily Journal-World for June 3, 1972:

• The downtown Lawrence improvement project had hit another snag. The $833,932.60 project, which had been awarded to Constant Construction Co., was on hold because Constant had not subcontracted with a minority contractor or had not shown acceptable “affirmative action” in finding a minority contractor. J. L. (Tommy) Constant, president of the construction firm, was to meet this week with officials from the federal Office of Equal Opportunity to discuss compliance issues. According to Don Schaake, local director of the Neighborhood Development Program, part of the problem was that “in Lawrence’s case there are very few (minority contractors) to select from,” but he said that Constant was now talking with those available.
• Two robbers had escaped at 3:17 a.m. today with $1,629 from Rusty’s Food Center, 23rd and Louisiana. One attendant had been working alone at the front of the store, stocking shelves, when the two men had struck him and knocked him against a display case and then fled with a cash box.
