Patrol releases ID of man killed in shootout

— The Kansas Highway Patrol has released the identity of a man killed in a shootout with troopers near a north-central grain elevator.

The Salina Journal reported that a fingerprint analysis confirmed the man was 56-year-old Larry D. Smith of Delphos.

It all started around 10:20 a.m. Wednesday at the Delphos Co-op in Ottawa County. The patrol says the man was walking near the co-op but ran away when employees tried to approach him. Troopers and sheriff’s officers were called and spotted the man walking near a creek west of Delphos.

Authorities say officers tried to approach the man but he ran again. The Highway Patrol says troopers exchanged gunfire with the man after finding him in a creek bed.

The Kansas Bureau of Investigation is looking into the shooting.

Lawrence citizens were told that the KBI dOEs NoT investigate killings by LE after the LPD shooting of Gregg Sevier? What's changed?
