From the Lawrence Daily Journal-World for Oct. 15, 1986:

• Someone had broken a ground-floor window at the Salvation Army, 946 New Hampshire, and had stolen about $250 worth of food from the emergency food bank. Thanks to the thief, the local agency was now in dire straits as far as being able to provide emergency food supplies for the remainder of October. Making matters worse was the fact that requests for food assistance were almost double the normal level.
• In spite of the financial woes of the state of Kansas (which had caused the Legislature to increase the state sales tax), employee travel was increasing. Records showed that out-of-state travel by state workers had jumped about 4 percent and had cost taxpayers nearly $6 million in fiscal year 1986.
