Bottom line

City commissioners at their Tuesday evening meeting will consider applying for state funding for two major road projects. City commissioners will be asked to apply for state grants that would partially fund construction of a new left-turn lane at Sixth and Iowa streets, and a project that would build an additional left-turn lane on 23rd Street/Clinton Parkway as it intersects with Iowa Street.

Background

The Sixth and Iowa streets intersection currently does not have a dedicated left-turn lane, and traffic frequently backs up at the intersection as a result. The project is expected to cost about $700,000, and the city is asking for $350,000 in state funding. The 23rd and Iowa intersection has the highest traffic counts of any intersection in the city. That project would cost about $1.5 million, and the city is asking for $900,000 from the state. That project would likely be controversial with nearby business owners because it could require the closing of some access points to the shopping center that houses Hastings and other retailers.

Study session

The City Commission will meet at 4 p.m. in a study session to discuss the 2012 Lawrence Police Department budget.

The regular commission meeting will begin about 6:35 p.m.

a. Award a $667,310 bid to King’s Construction Company Inc. for pavement reconstruction of the westbound lanes of Bob Billings Parkway, from Kasold to Crestline drives. Commissioners last Tuesday approved the bid, but it didn’t include a $30,000 asphalt oil adjustment.

b. Approve a $28,300 change order to Shelley Electric for the North Final Electrical and Kaw Well Field Electrical Improvements.

c. Award $321,354 in bids for pumps and motors for the utility department: Mid America Pump, $114,690; Douglas Pump, $75,809; JCI, $131,361; Layne Christensen Company, $25,798; and Patchen Electric, $2,995,

d. Award $1,305,689 bid to R.D. Johnson Excavating Co. Inc. for 2011 overlay program.

e. Waive the engineer’s estimate and award a $1,215,161 bid to Sunflower Paving for repaving Sixth Street from Massachusetts to Iowa. The project also will include right-turn/bus turn-out lanes at Sixth and Maine and Sixth and Michigan streets. The work is expected to begin in late June and last into late August. At least one lane of traffic will be maintained in both directions.

f. Approve purchase of a mini track skid-steer loader for the Public Works Department for $28,233 from Bobcat Co.

g. Reject the bids for comprehensive rehabilitation at 2209 Princeton Blvd. because they exceed the program limits of $25,000.

h. Approve a change order for $140,000 to a miscellaneous concrete repair project downtown to include work on Delaware Street from 19th Street to north of East 22nd Terrace, and on East 22nd Terrace from Leanard Avenue to Delaware Street.

i. Authorize staff to bind coverage for July 1 to July 1, 2012, for: property and casualty insurance from the Hartford for a $110,809 premium; fire/medical auto/professional liability/portable equipment with ESIP for a $61,570 premium; and pay a brokerage fee of $16,510 to Arthur J. Gallagher.

• Adopt ordinances on first reading that:

a. Repeal higher fines and court costs for seat belt violations. This is necessary due to a change in state law.

b. Amend the maximum amount of compensation a judge pro tempore for Municipal Court may receive, from $50 a day to $250 a day. Staff Memo & Attachments

c. Amend city code regarding alcohol licenses to incorporate state law changes requiring biennial licensing.

• Adopt on final reading an ordinance that amends Horizon 2020 to include an environment chapter.

• Approve a request by Albert Jost, the property owner of record, for a variance from the city code that states that a private sanitary sewer service line shall not be located in a city public right of way for greater than 15 feet, for 749 Maple St.

• Approve a unanimous recommendation from the Traffic Safety Commission to deny a request to increase the speed limit on Bob Billings Parkway from Iowa Street to the west city limits.

• Authorize staff to submit an application for KLINK funds for a resurfacing project on West Sixth Street between Iowa Street and Monterey Way.

• Approve a request to rezone about 0.3 of an acre from IG (General Industrial) to RS5 (Single-Dwelling Residential), at 525 and 527 N. Seventh St., submitted by Nieder Properties Inc., property owner of record.

• Approve an amendment to the city land development code to change “detention” from a use permitted in the IG (General Industrial) District to one permitted with special use approval.

Regular agenda

• Receive public comment about 2012 city budget issues.

• Receive a report on energy-efficiency projects and an update on the Take Charge Challenge.
