25 years ago: City commission considers ‘home rule’ to issue bypass bonds without public vote

From the Lawrence Daily Journal-World for July 2, 1986:

  • The Lawrence City Commission was considering the use of “home rule” powers to issue bonds without a public vote to pay for the proposed Lawrence bypass. The County Commission had asked city commissioners to match the $4 million in bonds that the county had issued last summer for the controversial roadway, but city commissioners had not yet committed themselves to an actual amount.
  • A 22-year-old Kansas University student was listed in fair condition at Lawrence Memorial Hospital after falling from the second floor of her apartment building. The woman reported that when a man had attempted to enter her apartment, she had become frightened and attempted to leave through a second-story window. She suffered two broken vertebrae in the fall. A neighbor called the police for help and also restrained the man who had attempted to enter the apartment.
