From the Lawrence Daily Journal-World for Jan. 29, 1971:

• Lawrence residents were able to celebrate Kansas Day with spring-like temperatures instead of the “traditional blustery and drab” conditions that would “so often numb the celebrants in Topeka.” The temperature had risen to a near-record 60 degrees by 1 p.m. However, strong winds were scheduled to start gusting through the state and temps were predicted to drop back into the 30s within a day or two.
• “Kansan of the Year” honors were awarded to Dwane Wallace, chairman of the board of Cessna Aircraft, during a presentation banquet in Topeka.
• In an incident similar to earlier ones (see OHTs for Sept. 8 and Nov. 16, 1970), Kansas University police reported having found packages of marijuana seeds around the KU campus. Notes accompanying the packets urged the finders to plant the seeds.
• In Washington, President Nixon asked Congress to approve a $1.5 billion pay raise for the military in hopes of clearing the way for an end to conscription and the start of an all-volunteer Army by mid-1973.
