From the Lawrence Daily Journal-World for Aug. 20, 1986:

• Lawrence city commissioners were unanimous in their approval of a motion to spend up to $4 million for the proposed trafficway around the city. An additional $4 million had already been allocated by Douglas County, and $10 million had been approved by the U.S. House and was to be considered by the Senate in September. The bypass was expected to ease traffic congestion along Lawrence’s southern streets.
• In a 3-2 vote, commissioners had also voted to reallocate $15,000 in city funds to purchase and install banners on lightposts along Massachusetts Street. Five designs were planned, one for each season and an extra one for Christmas, for the 145 banners to be mounted at 29 sites along the street. Some of the money originally had been set aside for alley improvements downtown, but it had been decided that the funds were not adequate to do any major work on the alleys.
• New students attending Traditions Night at Kansas University learned several things about their school. Among other things, they learned that tuition when KU first opened cost less, dollar for dollar, than a campus parking ticket in 1986.
