Lawrence city commissioners will hear an unusual request to have a piece of property removed from the city limits.

Background

Eugene Reding, the owner of the property at 1820 N. Third St., is seeking to have his 2.4 acres de-annexed from the city. The property was added to the city in 1988 in an effort to get city water service to replace a failing well. But the property never received city water service. Instead it was connected to a rural water district. After Reding purchased the property last year, he decided to try to have it removed from the city. The property — which is near the Lawrence Municipal Airport — is surrounded by unincorporated territory. Reding said being in the city creates confusion because he has a rural address for mail service but a city address for other purposes. Lawrence-Douglas County planning commissioners have recommended approval of de-annexing the property, but the city planning staff is recommending denial of the request.

• Bid and purchase items:

a.) Award the bid for Bid Number B1049 Project UT1002DS, Indiana Street Waterline Crossing at Sixth Street, to the low bidder, NJ Trenching Inc., in the amount of $62,096 and authorize the city manager to execute the contract.

• Adopt on second and final reading, Ordinance No. 8578, allowing the temporary possession and consumption of alcoholic liquor on the public right-of-way during the KU Pep Rally on Oct. 21 in the 1000 block of Massachusetts Street.

• Approve Comprehensive Plan Amendment, CPA-4-2-10, to update Chapter 14 — Specific Plans to correct references made to the previous Chapter 13-Implementation regarding the adoption process for plans. The reference needs to be updated to refer to Chapter 17-Implementation. This was an oversight when the chapter was renumbered and was identified as a work item in the annual review of the Comprehensive Plan.

• Approve Comprehensive Plan Amendment, CPA-4-3-10, amending Chapter 7-Industrial and Employment Related Land Uses to be consistent with the approved K-10 & Farmer’s Turnpike Plan to include the expanded Santa Fe Industrial Area and I-70 and K-10 industrial area identified in the sector plan.

• Authorize the mayor to sign a Release of Mortgage for B.J. Spencer, 3409 W. 10th St.

• Approve as “signs of community interest” a request from the Pilot Club of Lawrence for signs in the public right-of-way on the northwest corner of 23rd and Harper on the US Bank property advertising the Antique Show and Sale from Oct. 22-23.

• Receive city manager’s report.

• Receive presentation from Westar Energy on the Smart Grid program.

• Consider the de-annexation, A-6-1-10, of approximately 2.4 acres, located at 1820 N. Third St., legally described as: the north 90 feet of the southwest quarter of the southeast quarter of Section 18, Township 12 South, Range 20 East, of the sixth principal meridian.
