Bottom Line

City commissioners are expected to decide what topics they want their city performance auditor to review this year.

Background

The city auditor has identified eight topics for the commission to consider:

• A financial analysis of how Lawrence city government compares with other city governments.

• A review of how the city deals with drinking water taste issues.

• A review of how the city does capital improvement planning and budgeting.

• An audit of the reporting requirements nonprofit agencies must meet if they receive funding from the city.

• A review of how the city collects various service fees and charges.

• An audit of the information the city collects for vendors it does business with.

• A review of the standards the city uses for street construction and maintenance.

• A follow-up to a forthcoming audit on the Lawrence police department, which will suggest specific areas of the department that may need further review.

The auditor is recommending commissioners pick three to six of the subjects for audits in 2010.

• Proclaim Friday as KJHK Day.

• Proclaim Saturday as Sertoma Bar-B-Q Cook Off Day.

• Proclaim the week of May 9-15 as Police Week and Saturday, May 15, as Peace Officers’ Memorial Day.

• Proclaim the month of May as Mental Health Month.

• Proclaim the month of May as National Historic Preservation Month.

Consent agenda

• Receive minutes from various boards and commissions.

• Approve all claims.

• Approve licenses as recommended by the city clerk’s office.

• Bid and purchase items:

a. Award bid for uniform rental and bulk facility service for the public works department to Walker Towel and Uniform Service for $464.35 a week or $24,146.20 a year.

b. Award bid for Project No. PW1001, 23rd Street, west of Haskell Avenue to the east city limits, to Bettis Asphalt & Construction, Inc. in the amount of $570,420.05.

c. Set bid date of June 1 for the comprehensive rehabilitation program at 1609 Barker Ave., 1601 W. 26th St., 44 Winona Ave., and 216 N. Minn.

d. Set a bid date of May 25 for Projects 08W008 and 08S013 Bauer Brook Estates Benefit District Waterline and Sanitary Sewer Public Improvements and approve a variance from city code for addresses 4545, 4565, 4605, 4625, 4645, 4665, 4670 and 4650 for Bauer Brook Court.

e. Authorize purchase and installation of 29 400 Mhz radio units and antennas for the Public Transit Department to TFMComm Inc. for $8,919.

• Adopt these ordinances on second and final reading that:

a. Authorizes sale, possession and consumption of alcoholic beverages at Broken Arrow Park on May 7-8 for the Lawrence Sertoma BBQ Cook-off and fundraiser.

b. Rezones about 5.252 acres from general industrial to limited industrial at 151 McDonald Drive.

c. Permits hotel/motel/extended stay use as an allowed use in limited industrial zoning, revise the maximum height in the limited industrial district and add reference to the limited industrial district in footnotes 14 and 15 in the Density and Dimensional Standards.

d. Establishes 15-minute parking spaces downtown.

e. Amends Chapter 6 Article 14 of the City Code regarding licensed street vendors.

• Approve request for extension of Preliminary Development Plan for Mercato PCD. Submitted by Jane Eldredge for Kentucky Place L.C., Venture Properties Inc., Scottsdale Properties L.C., JDS Kansas L.C. and Tat Land Holding Co. L.C., property owners of record.

• Approve temporary use of right-of-way permits for Art Tougeau to allow closure of the top level of the New Hampshire Street parking garage from 5 p.m. to 10 p.m. May 21 and the closure of 10th Street from Massachusetts to New Hampshire from 1 p.m. to 5 p.m. May 22.

• City manager’s report.

Regular agenda

• Conduct public hearing to consider vacation of an unoccupied utility easement at 927 N.H.

• Receive staff report regarding a request from Community Wireless Communications to execute a comprehensive right-of-way agreement with the city to include existing agreements between the city and Lawrence Freenet.

• Consider these Utility Master plan items:

a. Update on Wastewater Master Plan efforts.

b. Award bid for wastewater and water modeling software for the Utilities Department to Bentley Systems Inc., for $35,350.

c. Authorize staff to negotiate an engineering services agreement with Burns & McDonnell/BG Consultants for preparation of the Water System Master Plan.

• Receive Performance Audit Plan for 2010 from the city auditor.
