City commissioners will consider passing the final ordinance needed to make the city’s existing smoking ban comply with the new statewide ban that will begin July 1.

Background

To comply with the statewide ban, the city will prohibit smoking in many outdoor seating areas, if the areas are within 10 feet of the entrance to a building. But city commissioners are proposing to keep local prohibitions on smoking in private clubs and country clubs. The state law will allow smoking in those type of establishments. Legally, the city can have a local smoking ban that is stricter than the state’s, but it cannot have a local ban less restrictive than the state law.

f. Award bid for pumps and motors for the Utilities Department to Mid-America Pump LVK for $196,936, JCI for $106,490, Layne Christensen Co. for $33,016, and Patchen Electric for $25,619.30 for a total of $362,061.30 for all pumps and motors.

• Adopt on second and final reading an ordinance establishing a stop sign on Troon Lane at Camel Drive.

• Accept historic preservation fund grants for a historic preservation planning intern for $4,000 and the staff and commission education presentation for $2,280, and authorize the city manager to enter into grant agreements with the Kansas State Historical Society for these projects.

• Accept dedication of easements and rights of way for a preliminary plat for Johnson & Ellis Investments Addition, with one lot, of about 0.538 acres, at 1804 W. Sixth St. and a variance from city right-of-way requirements. Submitted by Bartlett & West Inc. for Johnson & Ellis Investments, property owner of record.

• Approve a temporary use of right-of-way permit for the Lawrence Originals allowing the closure of Seventh Street between Kentucky and Tennessee streets from 8 a.m. to midnight July 4.

• Approve demolition of the former Morton Concrete Block building in Burroughs Creek Park, 900 E. 15th St.

• Authorize the mayor to sign a subordination agreement for Kiley and Mary Bost, 832 Locust.

• Conduct a public hearing on a request for a waiver of the restriction on the sale and serving of alcoholic liquor within 400 feet of a school or church, to allow the temporary sale of alcoholic beverages at the Americana Music Festival at South Park from noon to 10 p.m. June 27.
