Portable toilets are on the spot

Bottom line

Just in time for the start of the Kansas University football season, city commissioners will consider what regulations, if any, should be placed on portable toilets.

Background

Last football season, a group of Oread Neighborhood residents raised concerns about the increasing number of portable toilets around Memorial Stadium. Some property owners were placing portable toilets on their property that could then be used by tailgaters who had rented parking spaces in the neighborhood on game days. The portable toilets remained on the property all season.

City staff presented three options for the commission to consider:

• Prohibit portable toilets except for construction sites, short-term special events and public parks.

• Make no changes but use the city’s environmental code for enforcement. The code outlaws conditions that are harmful to the “health, safety, or welfare” of neighborhoods.

• Allow portable toilets but establish standards for where they can be placed on properties, how long they can be there and how often they are serviced.

• Recognition of Nathaniel L. Mehl and Aiden K. Waugh, who provided aid to a young woman who was attacked on a bike path.

Consent agenda

• Approve city commission meeting minutes from June 22.

• Approve claims.

• Approve licenses as recommended by the city clerk’s office.

• Bid and purchase items:

a. Approve a change order increasing by $18,774 the amount of a contract with Midland Contractors Inc. for pump station 25 and force main upgrade.

b. Award bid for uniforms and related accessories for the Fire Medical Department to various companies for a total not to exceed $61,750, renewable for an additional two years.

c. Award a bid for 12-inch Class 50 Ductile Iron Pipe, Fire Hydrants, Valves, Pipe Fittings and Meter Parts to Hajoca Corp. for $1,331.58, Water Products Inc. for $19,554.21, Mainline Supply Co. for $40, Olathe WinWater Works Co. for $46,369.95, and HD Supply Waterworks LTD for $10,323.25.

• Adopt ordinances on first reading:

a. An ordinance rescinding a previous ordinance that established a reserved parking zone for persons with disabilities, on the west side of Vermont Street in front of 1505 Vt.

b. An ordinance amending a resolution and another ordinance to allow the city to assess the actual cost of Kelly Drive.

• Adopt ordinances on second and final reading that:

a. Revises the Protection Standards for Environmentally Sensitive Areas in the city land development code to provide more precise definitions, and to include incentives for protection of sensitive lands beyond that required by code.

b. Establishes no parking along the south side of 19th Terrace between Naismith Drive and Ousdahl Road.

c. Removes a no parking bus stop zone along the north side of 10th Street, east of New York Street.

d. Modifies the one-way street designation on Elm Street between North Second and North Third streets.

e. Modifies the no-parking restrictions on Elm Street between North Second and North Third streets.

f. Allows temporary sale, possession and consumption of alcohol on specified city property for the Oread Hotel Block Parties.

• Adopt resolutions that:

a. Reallocate the 2007 revenue bond proceeds.

b. Reallocate the 2008 revenue bond proceeds.

• Approve rezoning for 0.412 of an acre from general industrial to single-dwelling residential at 302 Perry St., submitted by Denise Copp, property owner.

• Authorize the city manager to enter into a license agreement with Westar Energy Inc. to install a temporary 85-foot pole with street lights and telecommunications equipment in a portion of the right of way at the southeast corner of 27th and Oregon streets.

• Authorize the mayor to sign a release of mortgage for Mark Creamer, 1832 Atherton Court.
