Topeka ? A man sentenced to 15 years in prison for shooting three people in February 2008 outside a former Lawrence bar has an issue before the Kansas Supreme Court.

Carlos Jackson is seeking a reduction in the time that he must register as a violent offender after his release.

In addition to Jackson’s prison sentence, Douglas County District Judge Paula Martin ordered him to register for life as a violent offender.

Martin made the determination based on a prior case against Jackson when he was a juvenile back in 1999.

But in his appeal, Jackson’s attorney argues that “juvenile adjudications” are not the same as convictions as an adult and can’t be used to enhance the violent offender registration requirement.

But the Douglas County District Attorney’s office said Jackson’s juvenile matters — he pleaded guilty to first degree murder and attempted aggravated robbery — can be used as prior convictions.

The state Supreme Court will hear oral arguments on the matter on Thursday.

Jackson had pleaded guilty in the Feb. 10 shooting outside Last Call, which has since closed.
