Topeka ? A proposed amendment to the Kansas Constitution to guarantee an individual’s right to own a firearm is one step from going to a statewide vote.

The House gave first-round approval on a voice vote Wednesday to a resolution containing the proposed change. House members expect to take final action Monday.

If it is adopted then with a two-thirds majority, it will go on the November 2010 general election ballot. The Senate adopted it Tuesday, 39-1.

The state constitution already says: “The people have the right to bear arms for their defense and security.”

But a 1905 Kansas Supreme Court decision said it’s a collective, not an individual, right. The proposed amendment would give the right to each person.
