Topeka ? The lead negotiators expect the Kansas House and Senate to agree quickly on energy legislation.

The measure would allow two coal-fired power plants in southwest Kansas over the objections of Gov. Kathleen Sebelius’ administration. She’s expected to veto the final version.

The bill also would restrict the Kansas secretary of health and environment’s power to regulate greenhouse gases.

The House and Senate agree on those major provisions but disagree on other parts of the bill.

Negotiators from both chambers had their first meeting Tuesday and plan to meet again Wednesday.

Rep. Carl Dean Holmes, a Republican from Liberal, said an agreement could come Wednesday. He leads the House team.

His Senate counterpart, Pat Apple, a Louisburg Republican, said: “I don’t see anything that’s a stumbling block.”
