Assisted-living center fined after reports of resident neglect

The Windsor, an assisted-living facility in Lawrence, is facing a $10,000 fine after state regulators reported residents suffering from various forms of neglect, including bed sores and improperly cared-for hands, and facing risks of falling.

The Kansas Department on Aging announced the fine – the maximum civil penalty allowed by law – Tuesday afternoon, following a ruling signed March 17 that came from a site survey conducted at The Windsor from Feb. 29 through March 7.

Regulators described problems at The Windsor, 3220 Peterson Road, as having “significantly and adversely affected the health, safety, nutrition or sanitation of the adult care residents of the facility.

The center, licensed to have 44 residents, had 40 residents at the time of the survey, said Karen Sipes, a department spokeswoman.

The center is managed by Legend Senior Living LLC. Messages left at The Windsor and with Legend Senior Living were not immediately returned Tuesday afternoon.

The center is now back in compliance with its license, Sipes said, and the management company has not filed an appeal.
