Planning issues back up for consideration

Bottom line

City commissioners will deal with a pair of planning issues that have drawn interest from neighbors. First, commissioners will consider a request to rezone a vacant piece of land at 523-543 Rockledge Road. The rezoning would allow for the property to be developed approximately twice as densely as the current zoning allows. The second planning issue is for a revised preliminary development plan for Aberdeen on Sixth Street, a 9.5 acre apartment and duplex project at southeast corner of West Sixth Street and Stoneridge Drive.

Planning commissioners in December recommended denial of the rezoning request on Rockledge Drive by a vote of 5-2 after hearing concerns from neighbors. Planning commissioners approved the Aberdeen request on an 8-0 vote in January after neighbors said they were largely pleased with the changes that developers had made to the plans.

a.) Authorize the city manager to enter into a contract with Huxtable LT for $26,320, for climate control system for the Police Department’s Investigation and Training Center located at 4820 Bob Billings Parkway.

b.) Authorize the city manager to enter into an agreement with Dynatron Elevator Inc. for $70,640, to design and construct modifications to the Kaw Water Treatment Plant freight elevator and provide one year of maintenance services.

d.) Approve unit price bid for parks and recreation contractor services as indicated. Total for all work not to exceed $65,000.

a.) Ordinance No. 7829 rezoning of (Z-07-31-04) .93 acres from RS-1 (Single-Family Residential) District to IG (General Industrial) District. The property is located at 724 N. Iowa.

b.) Ordinance No. 8062, annexing approximately 1.14 acres of property generally located west of Franklin Road and north of 25th Street Terrace.

c.) Ordinance No. 8074, granting the fire chief or his designee certain authority regarding the demolition of unsafe structures that pose an immediate hazard.

¢ Adopt the following ordinances on second and final reading:

a.) Ordinance No. 8076, amending the franchise fee for AT&T local telephone service.

b.) Ordinance No. 8073, establishing right-of-way use regulations for investor-owned utilities without right-of-way management requirements in franchise agreements.

a.) Resolution No. 6703, establishing March 6 as date for public hearing regarding the Neighborhood Revitalization Plan.

¢ Approve and authorize drafting of an ordinance text amendment, TA-12-14-06: Consider amendments to Chapter 20, Development Code, to correct inconsistencies since adopted. Initiated by the Planning Commission at its December meeting.

¢ Accept dedications of revised easements for PF-07-17-06, a final plat for Oregon Trail Addition. The property is located north of U.S. Highway 40 and east of George Williams Way (extended). This residential subdivision contains 123 single-family and multi-family residential lots.

¢ Approve, subject to conditions, the following Special Use Permit requests:

a.) SUP-07-01-06: Special Use Permit for a 150-foot T-Mobile monopole cellular tower and equipment shelter. The property is located at 2206 E. 23rd St. Submitted by Selective Site Consultants for T-Mobile Central LLC, doing business as T-Mobile. Knights of Columbus Council 1372 is the property owner of record.

b.) SUP-07-02-06: Special Use Permit for a 150-foot T-Mobile monopole cellular tower and equipment shelter. The property is located at 3420 Bob Billings Parkway. Submitted by Selective Site Consultants for T-Mobile Central LLC doing business as T-Mobile. Lawrence Hidden Valley Committee Inc. is the property owner of record.

¢ Approve request from Grob Engineering for a variance from Section19-214B of the city code, which prohibits certain locations for private sanitary sewer service lines.

¢ Authorize the city manager to enter into a license agreement with VanGo Mobile Arts Inc. to allow for the installation and maintenance of a drop-off lane and solar-powered bollards within the right-of-way at 715 N.J.

¢ Receive request from API Foils Inc. for a 55 percent property tax abatement. Refer to the Public Incentive Review Committee for review at its Feb. 20 meeting.

¢ Receive city manager’s report.

Regular agenda

¢ Receive request Z-11-28-06, a request to rezone a tract of land approximately .954 acres, from RS10 (Single-Dwelling Residential) to RS5 (Single-Dwelling Residential). The property is located at 523-543 Rockledge Road.

¢ Reconsideration of Planning Commission recommendations for PDP-01-02-06: Revised Preliminary Development Plan for Aberdeen on Sixth Street. This proposed multi-family planned residential development contains 108 proposed apartment units and four duplex units on approximately 9.59 acres. The property is generally described as being located at the southeast corner of West Sixth Street and Stoneridge Drive.

¢ Approve request from Downtown Lawrence Inc. to waive the written consent of the adjacent owner or tenant requirement for DLI’s application for use of right-of-way.

¢ Receive letter from Steve Ozark concerning funding for homelessness issues.

¢ Continued commission consideration of Library Board recommendation concerning proposed library expansion. At the Dec. 19 commission meeting, Commissioners continued this item until additional questions from commissioners concerning the issue could be asked and answered.

¢ Consider motion to recess into executive session for discussion of nonelected personnel matters for 15 minutes. The justification for the executive session is to keep personnel matters confidential. The regular meeting will resume in the City Commission meeting room at the conclusion of the executive session.
