2 workers killed by falling concrete

? Concrete debris fell 19 stories from a construction site Monday, killing a worker who was knocked into an excavation pit and a truck driver whose cab was crushed.

The concrete slab was knocked off the downtown building by a front-end loader on top of the Mercantile National Bank building, which is under renovation.

The driver killed was in a tractor-trailer that was hauling rocks in and out of the pit. Another construction worker standing nearby was crushed by the debris.

Kevin Oliva, 21, and Edgar Omar Navarro, 34, were killed, said Dallas Police Lt. Rick Watson. Police were waiting for a medical examiner’s report before considering whether to file charges.

The front-end loader was moving concrete and a metal claw that were knocked into an excavation pit at the base of the building, Watson said.

The Mercantile Bank complex has been vacant since the late 1980s.

The Occupational Safety and Health Administration planned to investigate.
