Topeka ? The Kansas State Board of Education on Tuesday advanced proposed regulations to limit use of restraints and seclusion in public schools for children with disabilities.

But the majority of board members indicated they wanted the proposed regulations to be made into guidelines because they said there didn’t appear to be many instances of abusive or questionable practices.

“This appears to be killing a gnat with a sledgehammer,” said board member Sue Gamble, R-Shawnee.

The board, however, advanced proposed regulations for review by the attorney general’s office and the Kansas Department of Administration. The measure would then come back to the board for a public hearing and further consideration.
