While much local attention the past year had been devoted to improved local retailing, downtown expansion and the prospects for a “cornfield mall,” finishing touches had quietly been put on the development of a western area. More than 1,000 acres of rolling terrain west of Alvamar Estates had been zoned and tagged for specific kinds of development.
