Bottom line

City commissioners will review a plan to annex 54 acres located northwest of Clinton Parkway and Kansas Highway 10. The annexation is part of a residential housing development that developers are promoting as an effort to address affordable housing concerns.

Background

Members of the Lawrence-Douglas County planning staff are recommending that commissioners deny the request. Staff members said they are concerned the property is located too far outside the city limits, and the city has not planned to extend sewer services to the site at this time. Several planning commissioners, though, were intrigued by the development proposal because it proposes some small-lot modular residential homes that would cost less than the average Lawrence home.

  • adopt the following ordinances on first reading:

a.) ordinance authorizing the condemnation of certain property interests (Brunfeldt tract) for the improvement of Monterey Way.

b.) ordinance amending sections of the smoking ban. The amendments concern the definitions of enclosed places and an exemption for certain qualifying break rooms.

  • adopt on second and final reading an ordinance amending the city’s plumbing code concerning materials for drainage.
  • adopt the following resolutions:

a.) resolution establishing April 12 as the public hearing date to consider the establishment of a special assessment benefit district for the improvement of a westbound turn lane on 23rd Street at O’Connell Road.

b.) resolution amending the residency requirements for the ECO2 commission

  • approve a sidewalk dining license for Jefferson’s Restaurant, 743 Mass.
  • approve the following temporary use permitted upon review.

a.) a request for a temporary use permitted upon review for special events at Brandon Woods Retirement Community, 1501 Inverness Drive.

b.) a request for a promotional display of boats for sale at First State Bank, 3901 W. Sixth St.

  • approve request to rezone 1 acre from A-1 Suburban Residential to RS-1 Single Family Residential. The property is located at 810 N. Minn.
