Topeka ? The Kansas Supreme Court has disbarred former Topeka major Butch Felker, who resigned in November 2003 over allegations of campaign finance violations and mismanagement of city funds.

Felker voluntarily surrendered his Kansas law license Wednesday, the court said Friday in its order.

Felker was the city’s parks commissioner from 1975 to 1985, then mayor from 1989 to 1997. Citing health reasons, he declined to run in 1997, but won a third term in 2001.

A complaint pending against Felker before the Kansas Board of Discipline of Attorneys alleged that Felker “violated Kansas election statutes by accepting improper campaign donations and attempting to conceal those contributions” during his campaign for re-election in 2001.

Felker, who admitted committing the violations, was fined $7,500 by the Kansas Governmental Ethics Commission.

Though Felker was admitted to practice law in 1972, he had been on inactive status for 30 years.
