County commissioners OK alcohol sales

The taps will be open and ready to serve beer on Sunday at Cecil Monday’s Bar & Grill.

“I’m ready for this,” said Roger Rose, co-owner of the establishment. “This is what we wanted.”

Less than a mile outside of Eudora, Cecil Monday’s, 2229 North 1400 Road, hasn’t been able to serve cereal malt beverages on Sundays because of state laws.

But action by the Douglas County Commission on Wednesday changed what Rose viewed as a kink in his restaurant’s operation.

Commissioners unanimously adopted a resolution that will allow all restaurants in Douglas County to sell cereal malt beverages on Sundays.

Beer, however, must be consumed on the premises of the business.

The business also must have 30 percent or more of its gross receipts be from the sale of food for consumption on the premises.

“I see no reason why we shouldn’t support this,” Commission Chairman Charles Jones said.

The decision is a relief for Rose, who opened Cecil Monday’s in October. Restaurants in the city of Eudora are able to sell beer on Sundays, he said.

The same goes for eating establishments in Lawrence and Baldwin. Lecompton doesn’t have a formal restaurant.

“We’ve been able to sell 3.2 beer on Mondays and Fridays,” Rose said. “We just wanted to do it on Sundays too.”

Besides Rose’s restaurant, it’s unknown how many other restaurants are outside incorporated cities and could cash in on the newly adopted resolution.

Rose said his restaurant, which he co-owns with his wife, Terri, was the only eating establishment he knew of in the county that couldn’t sell beer on Sundays.

Commissioners also discussed plans to allow Sunday sales at liquor stores.

The 2005 Legislature amended state statutes regarding Sunday sales.

The change permits county commissions to approve a resolution allowing Sunday liquor sales starting Nov. 15. The resolution would apply to the entire county.

Commissioners instructed County Administrator Craig Weinaug to inform officials in Baldwin, Eudora, Lawrence and Lecompton that they are inclined to support a resolution allowing Sunday sales at liquor stores.

The commission will discuss the matter further in August.
